We provide a variety of services related to the wireless industry.
H&E has performed hundreds of studies for wireless telecommunications base stations, or cell sites, throughout the West Coast. A radio frequency (RF) exposure study examines conditions for a proposed wireless telecommunications base station or for proposed modifications to a base station and includes a written report, suitable for filing with permitting agency.
In order to complete an RF study, we need to receive:
If all of this information is not initially available, feel free to send us what you have, and we’ll prepare a quote for you.
To receive a quote for an RF exposure study, just send a request to rfstudy [at] h-e [dot] com or call (707) 996-5200, and our helpful staff can assist you.
RF exposure vocabulary:
Many telecommunication carriers find it convenient to co-locate with other carriers, or perhaps a wireless base station is located near public safety antennas. In such cases, an interference or IMD study can be useful. Our IMD study examines existing frequencies in use and proposed frequencies at a wireless telecommunications base station to assess interference from proposed operations to existing or other proposed operations. Includes written report, summarizing results.
In order to perform a study, we need to receive:
To receive a quote for an IMD study, just send a request to rfstudy [at] h-e [dot] com or call (707) 996-5200, and our helpful staff can assist you.
AM Protection Study (of nearby AM stations)
Study of impact from proposed wireless base station or modifications to existing base station on existing AM stations nearby. Includes written summary letter, suitable for notification of AM station, if applicable.
AM Measurements
Pre- and post-construction measurements of impact from proposed wireless base station or modifications to existing base station on existing AM stations nearby. Includes written report.
To receive a quote for an AM study or measurements, just send a request to rfstudy [at] h-e [dot] com.

Most of our H&E engineers have testified as expert witnesses in court, at hearings, or meetings on behalf of clients. We are credentialed by professional registration and by experience, and our expert qualifications are generally recognized and accepted on both sides. Increasingly as public concerns grow over RF exposure issues, we assist clients by explaining technical concepts to lay audiences.
Participation by a Hammett & Edison engineer at a scheduled neighborhood meeting or a meeting with the landlord of a wireless telecommunications base station.
Testimony by a Hammett & Edison engineer at a government agency hearing. We need to receive:
If we have not previously prepared an RF exposure study for this site, we will need to do so prior to the meeting to ensure that our engineer can specifically address exposure levels at that site. To receive a quote for meeting or hearing attendance, just send a request to rfstudy [at] h-e [dot] com (subject: Meeting%2FHearing%20Attendance) . If you have any questions or concerns, feel please call (707) 996-5200 or e-mail, and our helpful staff can assist you.
Site visit to take RF measurements, usually for compliance with local permitting requirements. Includes written report, suitable for filing with permitting agency.
If this information is not initially available, feel free to send us what you have, and we’ll prepare a quote for you. To receive a quote for a compliance report, just send a request to rfstudy [at] h-e [dot] com (subject: Compliance%20Report%20Request) or call (707) 996-5200.
Study of noise generated by equipment at a wireless base station and comparison with local jurisdiction’s noise ordinance. Includes written report, suitable for filing with permitting agency. We need to receive:
On-site, 24-hour noise monitoring using specialized acoustic meter; analysis of data for use in preparation of acoustic study or for a regulatory compliance report.
